President's Welcome

The LHFA is committed to its mission of providing decent, safe Milton Baileyand affordable housing opportunities for every low and moderate income Louisianian.  Developing affordable housing is not just about financing sticks and bricks. Housing is also about investing in the human mortar that binds those sticks and bricks into cohesive communities. It is about providing a family and a senior citizen with a safe and lasting harbor while we nurture our children within that sanctuary. It is about the ability of our students to sit contentedly at computers and have the entire world displayed at their fingertips. It is about gathering peacefully in community rooms to discuss and plan the future of our neighborhoods. It is about building within struggling communities the same social and economic framework that exists in thriving communities.

To prevent the corrosive effects of exclusion and disenfranchisement from recurring, the LHFA’s mission is to finance dwellings that offer more than just a nice place to live. We believe in ensuring that our neighborhoods contain the vital essentials that connect individuals to educational, economic and social resources that at their core involve residents and at their zenith evolve communities.

The LHFA's cooperative endeavors in housing recovery have yielded over 21,026 homes and apartments. Louisiana is recovering and the LHFA looks to a brighter future as our new communities grow into a rich residential tapestry that stretches from one end of our state to the other.

LHFA Strategic Plan

This report establishes the Louisiana Housing Finance Agency’s (LHFA) strategic plan for the next ten years, from 2007 to 2016. It is an ambitious plan, rooted in the agency’s mission and supported by the fundamental principles that guide the LHFA daily. By carrying out the policies laid out in this plan, the LHFA will bring Louisiana closer to an equitable future, in which all families have a safe, affordable, and desirable place to call home every day.

The strategies within the plan are the culmination of two working sessions that integrated the visions and goals of the LHFA with the specific housing needs of the state of Louisiana. The first working session involved the agency’s Board of Directors, who defined their priorities and collectively established the LHFA’s housing policy for the agency in the coming years. Built upon the Board’s directive, the agency’s staff then worked together to devise a set of improvements that will enable the agency to accomplish the established goals. This final document is the ensuing plan of action that incorporates the contributions of every staff member, and reflects the visions of the LHFA as it addresses the nation’s most critical housing shortage.
