Rental Assistance Demonstration (RAD)

is a U.S. Department of Housing and Urban Development (HUD) Program for the conversion of public housing units to either Project Based Vouchers (PBV) or Project Based Rental Assistance (PBRA).

Program Information

Just the facts

  • The goal of RAD is to convert up to 60,000 public housing and Section 8 Mod Rehab rental housing units to long-term, project based Section 8 rental assistance contracts.
  • RAD may allow projects funded under the Rent Supplement, Rental Assistance Payment and Moderate Rehabilitation programs to convert tenant protection vouchers to PBVs, upon contract expiration.
  • Projects converting to PBV will be administered by the PHA or the agency to whose Annual Contribution Contract (ACC) the vouchers are assigned.
  • Projects converting to PBRA will be administered by HUD.
  • PHA must replace 95% of all units at project conversion delivery.
  • Current residents are protected.
  • Two public meetings must be held for residents before application submittal.

  • Participation by PHAs is voluntary.
  • Application period ends September 30, 2015.

LHC Resources

  • The LHC will establish a list of Development Teams to assist PHAs in RAD Conversion. PHAs may participate in any LHC program without the use of the LHC approved development teams.
  • The LHC will make available LHC resources for financing (9% LIHTC, 4% LIHTC, HOME, etc.)
  • The LHC will dedicate staff to facilitate and support PHAs through RAD application and conversion.
